Who to call?
In an emergency, call 911.
Call 911 in emergencies such as fire, crime in progress, violent situations, accidents, or medical emergencies like a heart attack, stroke, or severe injury. The Waterloo Region Police Service (WRPS) is the only local service that can respond immediately.
Non-emergency reporting
In incidences of non-emergency activities, such as no risk or harm to life, a crime has occurred but the perpetrators are gone, suspicious activity, scam or fraud incidences, or in-action vandalism, among others call the Waterloo Region Police Services Non-Emergency phone number or report online.

DTK Ambassadors serve as the eyes and ears of the Downtown community, offering essential support to a wide range of individuals, including vulnerable community members, businesses, and visitors.
As part of their role, they provide non-emergency assistance in various situations, such as helping move people along, assisting with getting individuals out of establishments, and connecting people to needed services. Ambassadors will respond to cases of vulnerability, offering outreach, referrals to social services, or conducting wellness checks.
If you encounter non-violent safety issues, like loitering, unwanted solicitation, or disturbances that don't require police intervention, DTK Ambassadors are also your point of contact for reporting these concerns and ensuring the continued well-being of the Downtown area.
Harm Reduction
Harm reduction services help people who use drugs, their families and the community. These services help to reduce the challenges some people face to stay healthy and stop the spread of diseases like Hepatitis C and HIV/AIDS.
